The following core objectives need to be achieved to ensure that the ASDP will complete its mission and actualise its vision:

    • Arandis needs to become an attractive, safe, clean, well-maintained town with excellent services in place.
    • Arandis needs to institute incentive schemes to attract interested investors to the town to enable the establishment of a market that has sufficient supply and demand to sustain continuous growth.
    • Arandis needs to become selfsustainable by establishing a business community that services others besides the mining industry.
    • Arandis needs to establish a local authority that will be seen as a Centre of Excellence, with infrastructure that is well maintained, and an Operations Department that is well equipped to carry out its operational tasks.
    • Arandis needs a community that is supportive of the initiatives by the Arandis Town Council, that is actively involved in town activities, and that takes ownership of the town's future.

 

Project implementation

During the review period, Stubenrauch Planning Consultants finalised the town planning phase for Arandis, which is one of the first steps towards implementing the ASDP. The Ministry of Regional and Local Government, Housing and Rural Development approved the contracting of Africon Consulting Engineers to fix the water reticulation system. The system repair should be completed by early 2008. Rössing Uranium Ltd undertook to foot 50% of the bill for this, while the other 50% will be covered by the Ministry.

Bateman completed their assessment of the sewerage system during the review period, and will be contracted by the Arandis Town Council to proceed with upgrading the plant, replacing pumps, constructing a fourth aerator to accommodate 8,000 residents, and fixing cracks on the ponds and the plant in general. The works are due for completion in mid-2008.

Arandis Services commenced with various mechanical works during the year under review, while Aquatan completed the lining of the semipurified water reservoir. Repair of the Arandis Sewerage Plant was also commenced by way of some water pumps having been fixed or replaced.

The leadership and all the stakeholders of Arandis are proud of the work done by the Zone Leaders' Cleaning Volunteers during the reporting period. The town is not only now more presentable to visitors and investors alike: keeping it clean also raises awareness that Arandis is owned by its residents. The Zone Leaders' Cleaning Project has also developed further into a small cleaning enterprise with Black Economic Empowerment status.

Leadership capacity-building and training for Councillors and staff of the Arandis Town Council commenced in late 2007. A clearly observed outcome of the leadership training is the renewed commitment by Council staff to doing their work. It is hoped that the training will continue to bring about positive change among the staff.

The Arandis Town Council, in collaboration with the Rössing Foundation and with assistance from Rössing Uranium Ltd, embarked on education campaigns to curb vandalism and water wastage in Arandis.

These two campaigns involved producing posters to educate Arandis residents about the issues being addressed. The campaign yielded positive results, and the process will continue through Zone Leader initiatives.

The pilot exercise for the “Free to Grow” Programme went very well, which meant that the full programme can be implemented from March 2008. The Programme aims at educating the community in terms of life skills and financial management in order to contribute towards the overall vision of making Arandis a sustainable town of choice.

The Mushroom Production Project has been revived, and two local women volunteers are highly committed to seeing it succeed. Production was on small scale at first, but full production is expected to commence by April 2008.
